This extension aims to safeguard residents from predatory investors seeking to capitalize on the aftermath of the January 2025 firestorms.

Key Provisions of the Executive Order:

  • Prohibition of Unsolicited Offers: The order makes it unlawful for individuals or entities to make unsolicited offers to purchase real property in specified ZIP codes for amounts less than the fair market value as of January 6, 2025.
  • Affected Areas: The restrictions apply to properties within ZIP codes including 90019, 90041, 90049, 90066, 90265, 90272, 90290, 90402, 91001, 91024, 91040, 91103, 91104, 91106, 91107, 91367, 93535, and 93536.
  • Enforcement and Penalties: Violations of the order are classified as misdemeanors, punishable by fines up to $1,000, imprisonment for up to six months, or both.

Governor Newsom emphasized the importance of this measure, stating, “California continues to support survivors of the Los Angeles area firestorms – especially ones vulnerable to those seeking to take advantage of communities that have already experienced devastating loss. We will continue working to protect and assist the people of Los Angeles as they begin the process of rebuilding their lives.” The California Department of Real Estate urges residents who receive unsolicited, undervalued offers to report such incidents by emailing LAFires@dre.ca.gov.
